Yes! Any member can take advantage of Base in other cities where Base exists. We highly recommend it, actually, because each city has its own flavor, reflected in its Base community and calendar of events. To switch your city, please do the following:
Click Profile in the bottom right
Click the gear Icon in the top right
Click Settings
Now you'll see an option for changing your City!
